Housing the homeless
“In recent decades evidence has mounted that the best way to address homelessness is via a “housing first” strategy of moving people immediately into permanent housing and then, if needed, providing them with additional services. This reverses the previously dominant “treatment first” or “staircase” view that people should be given only temporary shelter until they meet an array of conditions, such as sobriety and stable behavior.”
